Qatar Deepens Influence in Southern Lebanon Through Aid and Investment

Qatar is significantly expanding its influence and presence in southern Lebanon, establishing a network of dependency across various sectors including the military, politics, and economy. This growing involvement comes as Israel and the United States seek to bolster the Lebanese army as a counterweight to Hezbollah. Qatar's efforts include substantial financial aid to the Lebanese Armed Forces, such as a $60 million grant for soldiers' salaries and a recent $15 million for fuel, alongside the provision of military vehicles. This raises strategic questions about the army's future allegiances.

Beyond the military, Qatar provides monthly assistance to over 40,000 Shiite families in southern Lebanon and has pledged $480 million to support villages in the region, continuing a pattern of aid seen after previous conflicts. This support effectively relieves Hezbollah of some reconstruction and support burdens, potentially freeing up its resources for other activities.

Qatar's influence extends beyond the south, encompassing projects like the rehabilitation of Beirut Airport and significant investments in the energy sector to address Lebanon's ongoing electricity crisis. The nation is also involved in facilitating Syrian refugee returns, developing public transportation, and offering scholarships.

Collectively, these initiatives create a web of dependency, potentially ensuring that recipients will not obstruct Qatar's political mediation efforts. This situation presents a challenge to Israeli and U.S. objectives of strengthening the Lebanese state and army as a replacement for Hezbollah, as Qatar's deep integration may inadvertently support or benefit Hezbollah by easing its financial obligations. Regional experiences suggest that the convergence of Turkish political initiatives and Qatari funding has not always aligned with Israeli interests.
