The Rebbe sought clemency for four Skver Hasidim convicted of federal fraud related to funds for their community's institutions. The Rebbe presented Clinton with a silver menorah, and shortly before leaving office on January 20, 2001, Clinton commuted the sentences of the four men, leading to their immediate release.
This commutation sparked a major public controversy, with critics alleging a political quid pro quo, as Hillary Clinton, running for Senate, had received strong support from the Skver community just a month prior. Federal authorities investigated the matter, with Hillary Clinton testifying, but the case was ultimately closed without charges due to a lack of evidence of an illegal link between the political support and the pardons.
