Senior lecturers from the National Resilience Department in Israel have described how funding mechanisms may be shaping the academic agenda. Their observations suggest that the academic system quickly signals which research areas receive funding, which directions are supported, and which conclusions align with existing academic discourse. This influence, they contend, begins at the research topic selection stage, as researchers seeking grants and long-term viability must understand which questions receive backing.

Concurrently, an investigation has traced funds originating from Qatar that are channeled through British charities and foundations to organizations and students in Israel. These funds reportedly reach entities operating within the Arab community in Israel, including the Association for Arab Culture, Mada al-Carmel, and Baladna, as well as groups associated with the political activity of Balad. Some of these funds have also reportedly gone to human rights organizations like Adalah.

Additionally, the British Galilee Foundation has been providing scholarships to Arab students studying at Israeli academic institutions for years. This represents another indirect route for foreign funding to enter the Israeli academic system, even without direct transfers to universities.
