Shin Bet Official Reveals Secret Direct Talks With Hamas Leader

A senior official from Israel's Shin Bet security agency, Adi Rotem, has revealed himself as the secret mediator who conducted direct negotiations with a senior Hamas leader, Ghazi Hamad, aimed at securing the release of hostages. Rotem, who headed the agency's hostage and missing persons division, stated in an exclusive interview that these direct talks were initiated after the traumatic murder of six individuals, which prompted a need for a different approach.

Rotem expressed frustration with the mediation efforts of Qatar, suggesting that the Gulf state had become an obstacle rather than a facilitator. He believes Qatar's interests align with Hamas, diminishing its motivation to reach a deal, and noted that Qatar adopted Hamas's positions after the initial deal involving women and children. Rotem advocated for direct engagement with Hamas, viewing Qatar as a state that causes strategic damage to Israel.

The negotiations, which began in late 2023 and continued through multiple rounds in 2024, were described as emotionally difficult and complex, often taking place late at night. Rotem emphasized the importance of building trust, even with an enemy, stating, "We are enemies during wartime and we will continue to fight." He explained that the direct talks were approved by the political echelon, with Shin Bet chief Ronen Bar obtaining the necessary authorizations.

Rotem initiated the direct contact with Hamad, whom he knew from previous dealings during the Gilad Shalit hostage deal. He saw Hamad as a senior and accessible figure within Hamas leadership, capable of engaging in dialogue. Rotem confirmed that the direct talks were exclusively between him and Hamad, with an agreement to keep them confidential.

Reflecting on the timing of the revelations, Rotem noted the simultaneous publication of reports about other alleged back-channel communications, suggesting hidden motives and agendas at play. Despite the complexities and potential political maneuvering, Rotem maintained that conducting direct negotiations with the enemy was the right and necessary course of action to rescue hostages, without granting legitimacy or normalization to Hamas.
