OpenAI Uncovers Pro-Russian Influence Campaign Using Fake Israeli Research Institute

OpenAI has exposed and blocked a covert pro-Russian influence operation that exploited ChatGPT to create and disseminate content promoting Russian interests. Central to the campaign was a fictitious research institute named the International Anti-Corruption Institute or International Burke Institute, falsely presented as an Israeli-founded organization aimed at legitimizing false narratives. The operators distributed content across social media platforms including X, Facebook, LinkedIn, Telegram, and Substack, employing VPNs to bypass ChatGPT access restrictions from Moscow. Artificial intelligence was used not only to generate large volumes of content but also to mask the linguistic fingerprints of the campaign managers, who conducted communications in Russian.

The fake institute's website, launched in February 2025, claimed to feature experts such as Francis Fukuyama and Noam Chomsky. However, investigations revealed that 34 of its 36 articles were plagiarized from other sources, including a piece on China-Pakistan relations copied from Cambridge University Press. The site also published a "Sovereignty Index" that portrayed Russia positively while assigning low scores to Western countries. The exposure was led by Ben Nimo, head of OpenAI's abuse detection team, and received attention from the organization FakeReporter, which warned that AI-generated appearances of authority and authenticity pose an immediate national security threat ahead of upcoming elections.
