Israeli Daycare Operators Criticize Education Ministry's Financial Audit Practices

Dozens of Israeli daycare operators recently received financial deduction warnings following single, often brief inspections, sometimes conducted just minutes after the daycare opened. The Halamish organization, representing hundreds of daycares, claims the Education Ministry's limited inspection resources are largely used for financial audits rather than focusing on child safety, care quality, and educational standards. Inspectors sometimes arrive as early as 7:30 a.m., when children are still arriving, and base costly financial penalties on these isolated observations. Halamish points out that the ministry's own regulations require a deficiency to persist for over 25 consecutive working days to justify such penalties, questioning how a single inspection can represent such a prolonged issue.

Halamish chairman, attorney Shalom Nagar, emphasized the contradiction, stating that if the ministry demands strict adherence to its procedures from operators, it must also follow its own rules. The organization also highlights the ministry's staffing shortages and criticizes the use of scarce inspectors primarily for financial oversight instead of addressing illegal daycares, safety checks, educational quality, and meeting with thousands of caregivers. Nagar warned that this approach reduces children's welfare and education quality to mere spreadsheet figures.

The financial warnings force operators to hire accountants and lawyers, incurring tens of thousands of shekels in costs to defend themselves, even when they ultimately prove compliance. Halamish argues that inspections should not become punitive and warns that repeated financial penalties and legal expenses may drive subsidized daycare operators out of business. Nagar concluded by calling for the Education Ministry to prioritize education and clarify whether daycare operators are partners or adversaries, cautioning that continued policies could leave only regulations and audits behind, with fewer daycares remaining.
