Israeli Defense Minister Katz Orders Zero Tolerance on Gaza Balloon Attacks, Warns Hamas of Strong Response

Israeli Defense Minister Israel Katz announced that he and Prime Minister Benjamin Netanyahu have instructed the Israel Defense Forces (IDF) to adopt a policy of zero tolerance and zero containment regarding the launching of incendiary balloons and kites from Gaza into southern Israeli communities. Katz emphasized that if these launches continue, strong measures will be taken to end the phenomenon.

Katz made clear that there is no distinction between the different types of airborne devices, stating, "A balloon or kite is the same as a drone, with or without explosives." He sharply criticized his predecessor, Yoav Galant, saying, "I am not Yoav Galant and will not allow the pre-October 7 policy to repeat itself, neither from the air nor near the fences." Katz contrasted his approach with Galant's repeated raids during the war, which he said allowed Hamas to return repeatedly to the same locations. He said that together with the IDF, they have established a strong security zone free of residents and terror infrastructure.

Katz added that the IDF controls the area to protect soldiers and communities and will not allow any breaches. His remarks came after four kites were detected in the Gaza envelope area within the last 24 hours. Israeli security assessments hold Hamas directly responsible for the launches, using children and teenagers to test Israeli responses and gather intelligence.

For the first time since the balloon wave of 2018-2019, residents near Gaza were instructed not to approach or touch balloons, kite bundles, or drones. Security officials warn that these kites may soon carry explosives. They also noted that the kites are launched with very long strings and are used for intelligence gathering ahead of broader drone operations. Officials stated, "We are tracking the kites, continuing with prevention policies, and the message is that we will reach those behind these launches."
