The US State Department has instructed its embassies in the Middle East to develop contingency plans to operate with minimal staff amid ongoing tensions and conflict with Iran. These plans, still under preparation and not yet finalized, indicate Washington's expectation that normal diplomatic activity in the region may not resume soon. The directive comes as diplomatic personnel and their families have been evacuated from most US missions in the area since the outbreak of hostilities in late February, with some embassies, such as the one in Kuwait, suspending operations entirely for months.

The State Department emphasized that the safety of its personnel and their families remains the top priority, and decisions about embassy staffing are made based on security and operational considerations in close coordination with Washington. Diplomats who were forced to leave are increasingly allowed to request early termination of their assignments rather than waiting for a return to normal conditions. According to veteran diplomat John Bass, fewer staff means diminished capacity to monitor local developments and maintain government relations, with limited embassy operations potentially lasting months or even years. The State Department, however, rejected claims that reduced staffing has hindered US diplomatic efforts, citing continued high-level engagement and strengthening ties with regional allies.
