Israel and Lebanon Agree on Four Countries to Oversee Hezbollah Disarmament Mechanism

Israel and Lebanon have agreed on four countries, Britain, Italy, Switzerland, and Indonesia, as candidates to participate in an international mechanism to monitor Hezbollah's disarmament, according to sources cited by Reuters. This mechanism may include deploying foreign troops in Lebanon to supervise and verify that southern Lebanese areas are free of weapons. Israel insists that inspections extend beyond public spaces to private homes in southern Lebanese villages, a demand that has sparked controversy.

The list of countries was formulated during US-mediated talks in Rome last week. These nations could provide personnel or troops to oversee the disarmament process and conduct inspections. However, the final decision on which countries will participate rests with the United States. Discussions remain in early stages, with cautious optimism about progress. Switzerland and Britain have not confirmed their involvement, and official responses from Lebanon and Indonesia are pending.

A key challenge is how to ensure Hezbollah's disarmament on the ground. Israel currently maintains a security zone about ten kilometers deep in southern Lebanon and has stated it will not unilaterally withdraw until Hezbollah is disarmed. The Lebanese army opposes searches of private properties, fearing such actions could escalate tensions with Hezbollah. Legal frameworks and mandates for foreign forces, including their authority to conduct searches and freedom of movement, have yet to be defined.

This mechanism stems from a US-brokered agreement between Israel and Lebanon in late June linking Hezbollah's disarmament with Israel's gradual withdrawal from southern Lebanon. Hezbollah itself rejects disarmament and has dismissed the agreement as a surrender to Israel. Ongoing talks aim to translate the agreement into practical steps, but initial pilot zones for disarmament have faced operational and political difficulties.

The agreement on the candidate countries marks progress in resolving a major dispute: Israel demands verification of Hezbollah's disarmament before withdrawing. While the list of four countries is not final and the scope of their involvement remains undecided, the development signals movement toward implementing the agreement's provisions.
