Congressman Jim Baird has introduced a bill that would block funding for UN bodies that promote the Palestinian Authority beyond observer status. The bill, known as the NOPE Act, is intended to combat Palestinian attempts to exploit international organizations. Baird emphasized the PLO’s involvement in terrorism and the PA’s support for the “pay for slay” program.
A new bill aimed at weakening the PA’s standing at the UN was introduced last night, Tuesday, in the U.S. House of Representatives. Congressman Jim Baird, Republican of Indiana, said he is submitting the “No Official Palestinian Entry” Act, the NOPE Act, to the House Foreign Affairs Committee. The date of the vote on the bill, which would also need to pass the Senate and then be signed by U.S. President Donald Trump, is not yet known.

The bill, which was previously introduced in 2024 and 2025 in a coordinated effort with Senator James Risch, is intended to prevent funding to any UN body that supports raising the status of the terrorist organization PLO beyond observer status. Existing U.S. law already prohibits the transfer of funds to entities granting full membership to the terror-supporting entity, but this bill expands the ban and also bars funding to bodies that support elevating its status to any level above observer.
Congressman Baird stated that “the PLO has continued for decades in acts of terrorism and atrocities of human rights violations.” He stressed that “while U.S. laws prohibit funding UN organizations that grant the PLO full membership, the United States will stand with the only democracy in the Middle East, Israel, against the PLO’s attempts to exploit international organizations.”

Baird also referred to Hamas’s deadly terror attack on October 7, 2023, which he called “the most despicable terror attack since 9/11.” He mentioned the mass rapes, the mass murders, and the 1,200 Israelis killed by the hateful terror organization. He also noted that in February 2026, the PLO “secretary general” stated that Hamas is not a terrorist organization and even rejected calls to disarm Hamas.
“At some point, things have to be called by their name,” Baird said, adding that “this committee must recognize that, regardless of ceasefires and signed peace laws, there has been little progress in their deradicalization.”
The PLO is currently represented by the Palestinian Authority, known for its “pay for slay” program, under which it spends hundreds of millions of dollars rewarding terrorists who murder and harm Israelis and their family members. Mahmoud Abbas, head of the PLO terror organization, previously vowed, “By Allah, if one penny remains in our hands, it will be spent only on the martyrs, the prisoners and the wounded.”
PLO, House of Representatives, Donald Trump, the UN, the Palestinian Authority, Congress
