Hamas Plans 210-Day Second Phase of Gaza Ceasefire Agreement in Five Stages

According to the newspaper Al-Sharq Al-Awsat, citing Hamas sources, the second phase of the Gaza ceasefire agreement is set to last 210 days and will be implemented in five sequential stages. Progression from one stage to the next will depend on the full completion of all commitments outlined in the preceding stage. Hamas conditions the implementation of this second phase on Israel fulfilling all obligations from the first phase.

Key demands from Hamas include stabilizing the ceasefire, refraining from targeted killings, and Israel's withdrawal to the original "yellow line" established in the October 2025 agreement. Israel is also required to fully implement the humanitarian protocol, which involves allowing 600 aid trucks daily into Gaza, rehabilitating civilian infrastructure such as schools, hospitals, and bakeries, bringing in heavy engineering equipment for rubble removal, and improving operations at the Rafah crossing to ensure freedom of movement in and out of the Strip.

The report further states that the National Committee for Gaza Strip Management will begin overseeing areas where weapons are collected and stored. Concurrently, Israel will gradually withdraw in line with the agreement's progress. Additionally, the United Arab Emirates has committed to transferring $400 million over three years to cover debts owed to public and private sector workers in Gaza, as stipulated in the agreement.
