Estonia Tops Global Ranking as Best Country for Relocation in 2026
A new global relocation index evaluating 192 countries and territories across 24 criteria has named Estonia the best country for relocation in 2026. The ranking, published by consultancy Rumavi, assessed factors including cost of living, taxation, healthcare quality, security, political stability, visa options, education, and business environment. Estonia narrowly edged out Singapore by 0.2 points, scoring 72.8 to Singapore's 72.6, followed by Malaysia and Portugal.
Estonia excelled particularly in banking and currency infrastructure, scoring 98.9, and business opportunities with 96 points. It ranked first for families, second for entrepreneurs, fifth for tax friendliness, and sixth for digital nomads. The Baltic nation’s long-term investment in digital services, including its pioneering e-Residency program allowing entrepreneurs worldwide to establish EU-based companies online, contributed significantly to its top position. However, Estonia scored low on climate comfort (20.1) due to cold, dark winters, and had a moderate cost of living score (62).
Israel ranked 65th with an overall score of 63.9. Its strengths included a vibrant startup ecosystem (94.3), digital infrastructure (89.5), and banking systems (89.3). Weaknesses were high conflict risk (11), high cost of living (33.9), and limited green spaces (37.9). Israel performed best in the entrepreneur category (39th), but ranked lower for tax friendliness (74th), families (86th), digital nomads (94th), and retirees (116th).
The index is designed to help individuals considering relocation by comparing countries on relevant factors rather than general quality of life. The authors caution that immigration policies and personal circumstances heavily influence the feasibility of moving, and the index should be used as a comparative tool rather than a definitive guide. Data quality varies, with stronger coverage for 127 countries and less certainty for 65 others.
