Israeli Kindergarten Owners Lose 40,000 Shekels After Contractor Fails to Deliver Shelter

In March, amid the ongoing conflict in Israel, kindergarten owners Netanel and Rivka Attias urgently sought to secure a protected space for their children. They contracted a builder named Tzachi, paying a 40,000 shekel deposit for a bomb shelter promised within 14 business days. Initially hopeful, the Attias couple soon faced repeated delays and excuses as the shelter was never delivered, and their money was not refunded.

The delay severely impacted the kindergarten's reputation and finances, as concerned parents visiting the facility asked about the shelter. Rivka recounted that some parents refused to enroll their children due to the lack of protection, resulting in lost income and damaged trust. The couple found themselves caught between the contractor’s unfulfilled promises and their responsibility for the children’s safety.

In a recorded phone call, contractor Tzachi denied wrongdoing, claiming delays were common in construction and asserting he intended to refund the deposit. He stated the product was ready but the client canceled the order, causing financial losses for his company. Meanwhile, the police have opened an investigation following the complaint, and the suspect has been questioned.

Abraham Shaaltiel, who helped connect the parties, clarified he was not involved in the transaction or payment and expressed hope the matter would resolve without court proceedings. The ongoing investigation aims to clarify the facts and hold those responsible accountable.
