Israeli Transport Ministry Returns Bus Shelter Installation Responsibility to Local Authorities

After nearly two years of repeated delays, the Israeli Ministry of Transport has canceled its tender for installing bus shelters and returned the responsibility to local municipalities. For almost nine years, the ministry managed the placement of shelters through an external contractor, a model introduced in 2018 under Transport Minister Israel Katz to reduce disparities between regions and neighborhoods. However, this centralized approach proved ineffective, as shelters were allocated arbitrarily without considering the unique physical and urban design characteristics of each locality. The contractor often installed uniform shelters regardless of street conditions or local aesthetics.

Despite these issues, the ministry issued a new tender in August 2024 to find another contractor, extending the existing supplier's contract and approving up to 1,000 additional shelters. The tender process dragged on for almost two years before being canceled this month amid a policy shift. Under the new procedure, each municipality must submit individual requests and obtain ministry approval for each shelter installation.

The ministry will allocate fixed budgets for shelter production and installation: 18,000 shekels for a narrow four-meter shelter, 20,000 shekels for a standard four-meter shelter, and 38,000 shekels for an eight-meter shelter. However, additional costs such as electrical connections and ongoing maintenance will not be funded by the state and will remain the municipalities' responsibility. The Ministry of Transport stated that transferring procurement and installation duties to local authorities aims to better tailor shelters to municipal needs and accelerate their deployment more effectively.
