Qatar Wealth Fund Opposes Rafael's Purchase of Volkswagen Plant for Defense Production

According to a report by the German newspaper Bild, Qatar's sovereign wealth fund, which holds a 10.4% stake in Volkswagen, is opposing Rafael Advanced Defense Systems' plan to acquire the Volkswagen plant in Osnabrück and convert it to produce components for weapons systems. Rafael has been negotiating with Volkswagen management in recent months to purchase the plant and establish a production hub in Germany to expand its manufacturing capacity amid rising global demand for defense systems due to recent international conflicts.

The opposition from Qatar stems from concerns about transferring the plant to an Israeli defense company for military use. This development occurs against the backdrop of Volkswagen's business challenges, including increased competition from Chinese electric vehicle manufacturers. Additionally, Rafael is reportedly exploring the possibility of establishing a missile interceptor production facility in India for the Iron Dome system, which would mark India as the second country outside Israel to manufacture these missiles, alongside existing cooperation with the United States.

The report also highlights potential complications involving another deal where Qatar's wealth fund holds a 12.3% stake in the German shipping company Hapag-Lloyd, which has considered acquiring Israeli shipping company ZIM for approximately $4.2 billion. Israeli government and defense officials have expressed reservations about this transaction due to possible implications for Israel's security interests during emergencies.
