Israeli Coalition Rejects Hate Crime Victims Recognition Bill for Second Time in Six Months

The Israeli Knesset coalition has once again voted down a bill aimed at officially recognizing victims of hate crimes and providing them with compensation similar to that given to victims of terror attacks. The bill, proposed by MK Yorai Lahav-Hertzanu, chairman of the Knesset's LGBTQ caucus, was rejected in a preliminary reading on July 8, 2026, with 48 opposing votes and 32 in favor, despite support from Knesset Speaker Amir Ohana.

This legislation was introduced in response to the 2009 Bar Noar shooting attack, in which Nir Katz and Liz Trobishi were murdered and ten others injured. More than 15 years later, victims of hate crimes in Israel still lack a dedicated framework for official recognition and compensation. This is the second time within six months that the Knesset has rejected the bill.

The recent vote took place on the eve of the Knesset's dissolution, making further legislative progress impossible in the current session. Supporters of the bill argued that the vote was symbolic, offering the government an opportunity to express solidarity with hate crime victims and the LGBTQ community, even if the bill itself could not advance.

MK Lahav-Hertzanu criticized the coalition for rejecting the bill at this moment, stating that the government missed a chance to show basic humanity and support for the Bar Noar victims. He emphasized that the state still treats these victims as if they were simply injured in an accident rather than targeted in a hate crime.

The LGBTQ Association also condemned the rejection. CEO Yael Sinai-Biblish highlighted the ongoing injustice faced by the victims and their families, who have had to fight for recognition and compensation for years. She vowed to continue advocating until the state formally acknowledges its responsibility toward all hate crime victims.
