Israel Issues First Self-Licensing Building Permit for Affordable Housing Project in Eilat
The Israeli Ministry of Construction and Housing has approved the first building permit under the "self-licensing" track for a "Price Target" affordable housing project. Architect Yechi Amsili received authorization from Ashad, the regulatory body operating on behalf of the ministry, to issue the permit for Peleh, a project by Beit Shlomo in Eilat. The development includes 65 housing units, about half of which are designated under the "Price Target" program, aimed at providing discounted homes.
This milestone follows a directive issued three months ago by the Ministry of Construction and the Planning Administration that removed previous barriers preventing the reform's application to "Price Target" tender projects. To date, 35 full building permits have been granted nationwide under the self-licensing system, with 63 additional projects at advanced stages. Approximately 970 information file requests have been submitted, and around 400 architects have been certified as "licensed to permit."
Rafi Almaliah, CEO of the Planning Administration, emphasized that the reform is transforming Israel's building permit process by enabling faster, professional, and high-quality approvals, which will help increase housing supply while maintaining planning standards. Deputy Regulation Director Yamit Cohen highlighted that the reform aims not only to shorten timelines but also to create a predictable and responsible licensing process benefiting buyers, the construction industry, and the planning system as a whole.
