US Presents Israel with Gaza Reconstruction Demands Without Hamas Disarmament
The United States has submitted a formal document to Israel outlining its demands regarding the Gaza Strip, seeking written approval, as reported by Kan News on Monday evening. The document reflects Washington's pressure on Israel to advance President Donald Trump's plan for Gaza reconstruction without requiring Hamas to disarm, while also emphasizing the desire to avoid renewed conflict.
According to the document, Israel must permit infrastructure work including water and electricity in designated Gaza areas and commit to relocating populations from Hamas-controlled zones to areas under the Trump Peace Council's authority by the end of the year. Israel is also required to allow the establishment of a central headquarters for the technocratic government and approve construction of bases for an international force.
Further demands include Israel enabling the rehabilitation of the European Hospital by allowing entry of construction materials, medical equipment, and creating a secure corridor from Hamas-controlled areas. Israel must transfer Palestinian Authority tax revenues related to Gaza to the Peace Council and begin recognizing the technocratic government as Gaza's sovereign authority. The document also calls for freedom of movement for this body within and outside Gaza for official purposes.
Control of the Kerem Shalom and Rafah crossings would be transferred to the technocratic government, with Israel facilitating fuel distribution and digital payments to limit Hamas's taxation capabilities. Additionally, Israel should permit operation of a G4 cellular network, currently banned in Gaza, and offer conditional amnesty to those who disarm and commit to peace.
In return, the Peace Council would manage supply chains, fuel, and payments, significantly reduce Hamas taxation, and maintain security and public order through an international stabilization force supported by an unarmed Palestinian civilian guard. The document also legitimizes Israel's right to take necessary security measures if Hamas refuses to disarm.
