Austria Proposes Hosting Anthropic to Bypass US AI Export Restrictions

Austria has officially urged the European Union to invite Anthropic, a leading artificial intelligence company, to establish a permanent presence in Europe. The proposal aims to enable access to Anthropic's advanced AI models despite restrictive US export controls. According to the Austrian government, Anthropic would operate under European law, benefiting from the EU's capital markets, regulatory stability, and access to its market.

The Austrian government sent a formal letter to the EU's Technology Commissioner calling for a strategic establishment of Anthropic's physical, legal, and technological operations within the EU. This move is intended to circumvent US-imposed limitations on AI technologies that fall under American jurisdiction. Austrian State Secretary Alexander Pröll warned that Europe risks falling behind in the technological race if it remains passive, emphasizing the need for Europe to become the architect of its technological future rather than a follower of decisions made elsewhere.

Pröll urged the EU to offer Anthropic attractive conditions including legal certainty, market access, capital sources, and alignment with European values. This initiative aligns with the broader EU strategy to reduce dependence on American tech giants by fostering local industries in semiconductors, cloud computing, and AI. As of now, Anthropic has not issued an official response to Austria's proposal.
