State Comptroller Matanyahu Engelman said in a report that the Finance Ministry should review the process for budget changes ahead of future state budgets, with an eye toward reducing both the number and scale of transfers and, where possible, advancing them earlier in the year. He said the goal is to improve the Knesset’s ability to oversee frequent changes and to strengthen how ministries manage and execute the budget.
According to the report, 77 budget transfers were carried out in December 2024 at the Finance Ministry’s request, totaling 30.4 billion shekels. Engelman contrasted that with December 2017, when the total stood at 18.4 billion shekels.
The report also said gaps were found in the “Israeli Invoices” reform, vulnerabilities that could potentially be exploited by criminals.
