The Knesset House Committee approved on Monday moving the proposed Basic Law: Torah Study from the Constitution, Law and Justice Committee to the Knesset Committee, despite opposition from the Knesset legal adviser. The procedural move shifts responsibility for the bill away from the Constitution Committee, headed by MK Simcha Rothman, to the Knesset Committee, headed by MK Ofir Katz.
The Knesset website listed the item as a proposal to transfer the bill from one committee to another. The bill itself passed its preliminary reading last week by 56 votes to 43.
The proposal seeks to enshrine Torah study as a basic value of the State of Israel. Reports after the preliminary vote said it is also intended to strengthen the status of Torah learners amid the wider debate over military conscription.
The approval comes as ultra-Orthodox parties are pressing to advance the legislation quickly, after months of disputes over yeshiva students' status, budgets for the ultra-Orthodox public, and clashes with the positions of the government and Knesset legal advisers.
