Israel's Supreme Court Halts Police Investigations Unit Director Appointment

Israel's Supreme Court has issued an interim order freezing the implementation of the new Police Investigations Department (PID) law, effectively halting the process of appointing a new director and other key personnel. The order, decided by a majority of Supreme Court President Yitzhak Amit and Justice Daphne Barak-Erez, with Justice Noam Sohlberg dissenting, also freezes the work of the selection committee, the appointment of a coordination supervisor, and the determination of the department's budget.

The court cited the immediate impact on the PID's operations and the fact that the process is occurring during an election period as key considerations. The Attorney General had previously requested the court prevent the appointments until after the upcoming elections, arguing that the process, influenced by the Justice Minister's committee, could compromise law enforcement functions during the sensitive pre-election period and intimidate police officers, investigators, and prosecutors.

These concerns were detailed in a filing to the Supreme Court after it inquired whether relevant parties intended to proceed with the appointments before the 26th Knesset elections on October 27. The Attorney General's position emphasizes the significant potential for political influence over the appointment procedure. While the committee tasked with selecting the director and supervisor has not been fully formed, three of its five members are representatives over whom the Justice Minister has direct or significant appointment influence.
