Ultra-Orthodox Jews Make Up 83% of Israeli Draft Dodgers

An estimated 60,217 young Israelis of draft age are currently recognized as evading military service, according to data from the Israel Defense Forces (IDF) obtained by the "A-Yom" newspaper. The vast majority of these draft dodgers, approximately 50,000, are from the ultra-Orthodox community. Around 40,000 of these individuals fall under a temporary High Court of Justice ruling from February 26, 2024, with an additional 10,000 also estimated to be ultra-Orthodox.

Furthermore, the IDF has issued "Tzav 12" orders, the final summons before being declared a deserter, to approximately 41,000 candidates. The army estimates that about 31,600 of these are ultra-Orthodox, or "Haredim." In total, around 101,000 potential military recruits are either classified as draft dodgers or have received a "Tzav 12" order, an increase of about 95,000 compared to the end of the 2024 recruitment year. Individual enforcement measures can be applied to this group.

Despite the high numbers of draft dodgers, the IDF notes a gradual increase in ultra-Orthodox individuals joining the military. Before October 7, 2023, approximately 1,700 ultra-Orthodox men enlisted annually. This number rose to about 2,800 in 2024 and is projected to reach 4,300 in 2025.

The IDF is actively expanding and adapting service programs for the ultra-Orthodox community. Changes include revised initial selection and interview procedures, dedicated information resources, separate enlistment days, and an expanded list of combat and support roles. The military is also implementing measures to accommodate the ultra-Orthodox lifestyle during service, such as specialized commander training, an ultra-Orthodox affairs unit within the Manpower Directorate, and a "Me'adrin" department overseeing kashrut compliance. Approximately 70 inspections are conducted annually to ensure these conditions are met.
