IDF Alters Draft Process for Ultra-Orthodox Draft Dodgers

The Israel Defense Forces (IDF) have changed the procedure for processing medical documents submitted by draft dodgers from the ultra-Orthodox sector on their enlistment day, aiming to prevent exploitation of the system. Under the new policy, Haredi conscripts must first be formally enlisted into the army before their medical documents are reviewed. This decision follows reports of individuals attending special enlistment days for the ultra-Orthodox, declaring their intent to serve, and then presenting medical documents to secure exemptions. The IDF seeks to stop these special enlistment days from becoming a loophole for obtaining exemptions based on medical claims, a practice referred to by security officials as the "exemption industry."

The new procedure has drawn criticism, with concerns that it may negatively impact individuals with genuine, serious medical conditions. Reports indicate instances where individuals claim significant health issues, but their documentation is not examined at the initial stage. The IDF spokesperson stated that claims of enlisting candidates without considering their health are false. They clarified that a candidate cooperating with recruitment authorities undergoes the standard medical evaluation. However, individuals classified as draft dodgers or deserters must first be enlisted and registered before final assignment and verification procedures, including medical assessments, are completed. The IDF added that in exceptional cases, medical documents can be reviewed prior to enlistment, and all conscripts' medical fitness is determined by military doctors using uniform professional standards.
