Iran Missile Strikes Spur Urban Renewal Buyouts for Damaged Homes

The Israeli government has completed initial property valuations for homes damaged by Iranian missile strikes in several areas, aiming to enable residents to sell their damaged apartments and purchase new ones. The valuations are part of a "War Damage Rehabilitation Law via Urban Renewal" initiative, targeting areas in Tel Aviv-Yafo, Rehovot, Dimona, and Arad for expedited urban renewal. This process, known as a "buyout," allows residents to exit the renewal process by selling their damaged property to the developer.

The primary challenge in urban renewal is achieving full resident consent. To overcome this, the law facilitates the buyout option. The government's chief property appraiser, Gil Lelou, has issued guidelines for valuing these damaged properties. The value is determined by comparing the damaged apartment to a similar new apartment in the same area, including features like a safe room, elevator, balcony, and parking.

Crucially, the valuation process does not consider any illegal construction or violations. The appraised value will not be less than the apartment's worth before the damage occurred. Property owners have 75 working days to appeal the valuation after the area is declared for renewal, and approximately 35 days after receiving the individual valuation.

Beyond the market value of a comparable new apartment, residents also receive an "enlarged exit agreement." This includes an additional area, equivalent to one-third of the standard area increase in urban renewal projects, with a minimum of 4 square meters. This addition aims to balance providing fair compensation to affected residents with ensuring the economic viability of the renewal projects.
