Rosh Ha'ayin Municipality Fined Tens of Thousands for Accessibility Failures

The Rosh Ha'ayin Municipality has been fined tens of thousands of shekels by the Commissioner for Equal Rights of Persons with Disabilities in the Ministry of Justice. This action follows a surprise inspection that revealed severe accessibility deficiencies at the municipal welfare office, despite the municipality's prior claims in 2022 that the facility was fully accessible.

The inspection, conducted in August 2025, identified seven violations of accessibility laws. The Commissioner granted the municipality opportunities to rectify the issues, including administrative warnings and the option to submit a commitment letter with a financial deposit. However, Rosh Ha'ayin failed to meet the stipulated conditions and deadlines.

The municipality attributed the delays to the absence of its accessibility coordinator and stated that most deficiencies had since been corrected. The Commissioner rejected these arguments, asserting that a local authority cannot evade its legal obligations due to employee absence. Furthermore, the Commissioner clarified that retroactive corrections do not nullify enforcement actions for false reporting and prolonged neglect.

Dan Rechel, the Commissioner for Equal Rights of Persons with Disabilities, emphasized that accessibility is a legal requirement and a basic right, particularly critical for a welfare office serving individuals with disabilities. He stated the Commissioner's office will continue to enforce accessibility regulations to ensure equitable public services.
