Israel's Finance Ministry and Defense Establishment Clash Over Budget

The Israeli Ministry of Finance has strongly refuted claims from the defense establishment that the military is on the "brink of an abyss" due to budget issues. A senior Finance Ministry official stated on Sunday that the defense budget, if it were to meet the military's demands, could reach nearly a third of the entire state budget, an unprecedented global situation.

Earlier, senior defense officials had warned that the Treasury's Budget Department was blocking the transfer of 15 billion shekels that had already been agreed upon, at a time of ongoing multi-front warfare. This follows a warning from IDF Chief of Staff Lt. Gen. Eyal Zamir about the army facing an "empty coffer," with senior defense sources citing severe shortages of Humvees and munitions, and the potential failure of major deals with the U.S., such as for Apache attack helicopters.

The Finance Ministry expressed anger, noting that the 15 billion shekels had been submitted to the Knesset Finance Committee about a month prior and was awaiting approval there, not being held up by the ministry. "We transferred the budget to the Knesset on August 2nd, and despite that, the defense establishment prefers to attack us even though they know it's not with us," a ministry official said, accusing them of "unparalleled audacity" for claiming the funds were stuck in the Finance Ministry.

Finance Ministry officials emphasized their full commitment to the military effort, having funded all army operations across all fronts with hundreds of billions, and continuing to do so while managing national debt and the economy. They highlighted that the defense budget has nearly tripled in two years and that all agreed-upon budget sums are being fully met. The ministry suggested that the defense establishment's accusations stem from a lack of understanding of the legislative approval process and reflect "negligent management" of the budget, accusing them of ingratitude.

Senior officials also pointed to alleged "waste and benefits distributed without sufficient transparency" within the defense budget. They argued that the defense establishment's demands, if unchecked, could jeopardize the economy and lead to a situation where Israel cannot fund a large-scale conflict in the future. They stressed that the defense budget comes at the expense of public services, tax reductions, and economic growth, and that the military's spin is intended to frighten the public into approving further funding requests.
